Los Angeles Contractor Responsibility Ordinance
The Los Angeles Contractor Responsibility Ordinance was passed in 2000 to provide some protection for workers against actual or would-be city contractors with records demonstrating disregard for workers’ rights.
Under the Ordinance, businesses seeking contracts with the city must provide information about past violations of labor, civil rights and related legislation. Those companies with poor records are barred from doing business with the city for five years.
The coalition that advocated for the contractor responsibility ordinance included the Los Angeles County Federation of Labor, LAANE and CLUE (Clergy and Laity United for Economic Justice). Intended to weed out employers with a history of labor and other violations, the ordinance is one of the first such laws passed in the U.S.
